Ruth is a native of Tennessee, she moved to Gadsden Alabama in 2011 with Goodyear Tire and Rubber
Company and retired from the company in 2013. In 2015 she began her career with United Way of
Etowah County as the 211First Call for Help Director in 2015, served as Interim Executive Director in
2019 and December 2020 she was hired as the Executive Director of United Way of Etowah County. She
was recently named the Director of Diversity, Equity & Inclusion at the City of Gadsden by Mayor Craig
Ford. She is a proud graduate of Jacksonville State University (Go Gamecocks!) and also attended the
University of Tennessee at Martin.
She is described by her peers as thoughtful, encouraging, determined yet focused and solution-driven
when strategically tackling a problem. Ruth is not afraid to speak-up and stand-firm for what she believes.
She shares a mantra with her mother “Be the Change you would like to see in the world,” her mothers’ is
“If it is to be it is up to me.”
She has a diversified background of servitude which includes serving several years as the liaison at the
State Alabama Emergency Management agency during disaster, HCNEA, VOAD and GPL Advisory
Board. In 2015 Ruth was inducted into the National Society of Leadership and Success, also the
Academic Achievement Honor for Public Relations and English and she served in PRSA (Public
Relations Society of America) In 2019 she was inducted into the Phi Eta Sigma National Honor Society
and received the Chairman’s Award from VOAD in 2019.
A proud graduate of Leadership Etowah and she currently serves on the committee. Moffatt has served on
the committee for Excellence in Education, Children’s Policy Committee, Council of Community
Services, Excellence in Education, Hearth Association Task Force, The Woman’s Club of Gadsden and
Rehoboth house. She is currently a member of the Gadsden Rotary Club, Leadership Etowah, DHR
Advisory Board, VOAD, Gadsden State Advisory Nursing Committee, Etowah Cares, First Friday Forum
and the Homeless Task Force, DEI Task Force, Land Bank Authority Board Member, Gadsden Cultural
Arts Foundation, Gadsden/Etowah Chamber of Commerce Board Member.
In her free time, she loves to read, watch movies on Netflix and enjoy the outdoors. She also enjoys
traveling and experiencing new things and becoming acquainted with other cultures. She has also taken
on the challenge of training the newest member of her family, Blue – a rescued pit bull from the
Gadsden/Etowah Humane Society.
